Professor Ugarte joined the University of South Carolina Department of Clinical Legal Studies faculty in 2011 following service as a staff attorney for the South Carolina Department of Social Services (2006-2011); Adjunct Professor, Midlands Technical College (2003-2006); private practice (1991-1998; 2002-2006); and a staff attorney for the Richland County Court Appointed Special Advocate (1999-2001).
The goal of the clinic is to train and prepare third year law students to represent the South Carolina Department of Social Services in termination of parental rights cases pending before a South Carolina Family Court and to free children in foster care for adoption. Professor Ugarte has devoted her law career to helping foster care children achieve permanency whether it be a return home; relative custody or adoption. She has provided countless hours of pro-bono work serving as a volunteer Guardian ad Litem, representing clients who are involved in abuse/neglect cases, and in representing the South Carolina Department of Social Services in the family court and appellate court. Professor Ugarte was awarded the Court Appointed Special Advocate Outstanding Volunteer Support Award in 2000.
